هذا الكتاب ألفه حين طلب منه ملك الهند آنذاك (دبشليم) أن يؤلف له خلاصة الحكمة بأسلوب مسلي. وسبب وضعه له هو أن (دبشليم) بعد أن تولى الهند، بعد فتح الإسكندر لها، طغى وبغى وتجبر وظلم العباد، فرغب (بيدبا) حكيمه في إصلاحه، فجعل نصحه له عن طريق هذا الكتاب الذي جعله على ألسنة العصور القديمة، إذ كانوا يروون الأمثال والحكمة على ألسنة الحيوانات، ولعل السبب في ذلك يعود إلى اعتقادهم بتناسخ الأرواح. ولكن بمرور الزمن لم يعثر على هذا الكتاب بالنسخة الأصلية، أي السنسكريتية، أما أول ترجمات هذا الكتاب فهي الترجمة التيبيتية، والترجمة الثانية كانت إلى اللغة الفهلوية اللغة الفارسة القديمة. وفي منتصف القرن الثامن للميلاد تم نقل الكتاب وترجمته من اللغة الفارسية إلى اللغة العربية على يد ابن المقفع كاتب الخليفة، أبي جعفر المنصور، وأدرج فيه بابا جديدا تحت عنوان \"الفحص عن أمر دمنة\" وألحقه أيضا بأربعة فصول لم يذكرها برزويه في كتابه الفارسي.
