يتناول الكتاب بابين وهما الباب الأول وكان عنوانه الإطار التصوري الموجه للدراسة واحتوي علي أربعة فصول نظرية وهما الفصل الأول مشكلة الدراسة وفروضها والفصل الثاني كان عن اتجاهات وتصورات الشباب الجامعي للعدالة الاجتماعية أما الفصل الثالث فكان عن العدالة الاجتماعية بين الوقائع والتصورات وانتهي الباب الأول بالفصل الرابع الذي تناول سياسات الرعاية الاجتماعية الجديدة أما الباب الثاني جاء تحت عنوان الدراسة الميدانية واجراءتها المنهجية وتناول ثلاث فصول وهما الفصل الخامس الأجراءات المنهجية للدراسة والفصل السادس نتائج الدراسة الميدانية ومناقشتها والفصل السابع النتائج العامة والاستخلاصات.
