يتكون هذا الكتاب من أربعة فصول، الأول عن الشورى من حيث مفهومها وأهميتها ومجالاتها، متى تطلب الشورى وماذا بعد الشورى، والفصل الثاني الشورى والمجتمع من حيث الشورى في حياة الفرد وفي حياة الأسرة وفي حياة المجتمع والدولة والفرق بين الشورى والديمقراطية وهل هي ملزمة وما صفتها في الوقت الحاضر، والفصل الثالث الشورى والإدارة كمبدأ إداري إيجابياتها وسلبياتها ومراحل اتخاذها ربط مبدأ الشورى بالمهام الإدارية وأن الشورى أساس القيادة في الإسلام، أما الفصل الرابع فناقش الشورى والمستقبل من حيث وضع رؤية مستقبلية وكيفية العودة للشورى وما خطوات هذه العودة.
