تناول الإطار التاريخي للميزانية، عرج كاتب المؤلف إلى تأصيل مفهوم الميزانية العامة من خلال تعريفها وبيان خصائصها ثم تميزها عن غيرها من العلوم. لكن قبل ذلك وضح الكاتب الفرق بين مصطلحي الموازنة والميزانية، مشيرا إلى أن هذا الفرق ينصب حول الشكل فقط دون الجوهر، على اعتبار أن خبراء المالية العرب يفضلون استخدام مصطلح الموازنة العامة بدل الميزانية العامة الذي يستخدم في نظرهم للتعبير عن الحساب الختامي للسنة المالية، وذلك ما دعوا إليه في العديد من المناسبات ومن خلال مجموعة من المؤتمرات.
