يتحدث الكتاب عن العنف كظاهرة ملازمة للإنسان وللجماعة فهذا يعني أن العنف محايث للتاريخ إذا كان الإنسان صانع لتاريخه فهو إذن مسؤول عن العنف الذي يشهده التاريخ البشري وإذا كان التاريخ قدرا مرسوما فمعنى ذلك أن الإنسان لا يمكنه إيقاف مد العنف الذي ينساب على طول التاريخ ولكن كما يتطور الإنسان والمجتمع والتاريخ يتطور كذلك العنف فأسباب الحروب ونتائجها وطبيعة العنف وكل هذا تغير بتغير التاريخ لقد تطور العنف في التاريخ المعاصر إلى أن اتخذ صفة الإرهاب إنه عنف لا يمكن فصله عن التطور التاريخي الحاصل في نظام العولمة.
