يعتبر المجلس الوطني الاتحادي السلطة التشريعية للإمارات العربية المتحدة، إلا أن صلاحياته ما زالت استشارية ولكن مع نوايا خطة لتوسيع مهامه تدريجيا. ويعتبر السلطة الاتحادية الرابعة من حيث الترتيب في سلم السلطات الاتحادية الخمس المنصوص عليها في الدستور وهي : المجلس الأعلى للاتحاد-رئيس الاتحاد ونائبه-مجلس وزراء الاتحاد-المجلس الوطني الاتحادي-القضاء الاتحادي، وعقد المجلس الوطني الاتحادي أولى جلساته بتاريخ 12 / 2 / 1972.
