موضوع البحث على إقامة وحماية النظام العام باعتباره أحد الوظائف التي تقوم بها السلطة الإدارية مركزين بصفة خاصة على دور الشرطة في هذا الصدد باعتبارها إحدى سلطات الضبط الإداري. وقد قسمت الدراسة إلى فصلين رئيسين كل فصل يحتوي على أربعة مباحث وذلك على النحو التالي : تناول في الفصل الأول الضبط الإداري مع بيان أهدافه ووسائله وحدوده والرقابة على أعماله وذلك في أربعة مباحث، وخصص الفصل الثاني لإلقاء الضوء على دور الشرطة في المحافظة على النظام العام بعناصره الأمن العام-السكينة العامة-الصحة العامة-مع بيان مدى مسؤولية الدولة على إقامة النظام العام.
