يهدف هذا الإصدار إلى إيضاح مفهوم الحكومة الإلكترونية من حيث تطوراتها والعناصر التي ترتكز عليها ومجالات استخدامها عموما، وتقديم تصور ونموذج لتيسير الخدمات المتعددة للمواطنين، والتقليل من البيروقراطية الإدارية في تعدد المستويات الإدارية للحصول على خدمه معينة بما يقلل خطوات الحصول على هذه الخدمة، وبما يكفل الحصول على المعلومات والخدمات من الحكومة بطريقة أسهل بالنسبة للمواطنين، وكذلك رجال الأعمال بطريقة سهلة وميسرة، وتبسيط إجراءات العمل وتقليل التكلفة من خلال دمج الأنظمة المتشابهة، وإلغاء ما قد يتكرر منها، ودعم تنفيذ الأعمال الأخرى، وتطوير العمليات الحكومية بما يضمن التلبية السريعة لاحتياجات المواطنين، كما يهدف إلى وضع إطار مقترح لتطبيق الحكومة الإلكترونية بإدارة المرور والترخيص بالإدارة العامة بشرطة الشارقة بعد دراسة التجارب المختلفة لتطبيقها دوليا أو إقليميا أو محليا.
