تتناول هذه الدراسة السيرة السياسية لسمو الشيخ صباح الأحمد الجابر الصباح رئيس مجلس وزراء دولة الكويت والذي شغل منصب وزير الخارجية منذ تشكيل الوزارة الثانية للكويت عام 1963 فقاد خلالها الدبلوماسية الكويتية عن وعي واقتدار مستندا إلى خبرة ودراية بالعمل السياسي في المناصب المتعددة التي تقلدها إذ تولى حقيبة وزارة الشؤون الاجتماعية والعمل وحقيبة وزارة الإرشاد والأنباء إضافة إلى رئاسة الهيئة العامة للخليج والجنوب العربي التي لعبت دورا كبيرا في تهيئة إمارات الخليج للاستقلال والأخذ بأسباب التقدم العصري من حيث انتشار التعليم والرعاية الصحية والاجتماعية.
