يعد تصميم المنهج هو الإطار المرجعي لتخطيط المنهج، وتطويره، فتصميم المنهج يعني : الإطار الفكري الذي يتم فيه وضع تصور لترتيب عناصر المنهج ومشتملاته في كيان واحد متسق، ومتآلف، بحيث يؤدي تنفيذه إلى تحقيق الأهداف المرجوة من المنهج، فتحديد وصياغة الأهداف التعليمية، وتنظيم المحتوى في صورة تبين الخطوات التي يمكن اتباعها أو يتبعها الدارس أثناء دراسة المنهج، ذلك هو جوهر تصميم المنهج، فمصمم المنهج مثله كمثل المهندس المعماري الذي يصمم مبنى معين، وفق رغبات معينة للمالك، وهذا التصميم يتأثر بدرجة كبيرة بالنمط الخاص، والتفضيلات الخاصة بالمصمم، سواء كان مصمم المنهج، أو مصمم المبنى، فالمنتج سواء كان منهجا أم مبنى سوف يتأثر بالضرورة بفلسفة المصمم، ومعتقداته، وقيمه، واتجاهاته.
