يتناول هذا الكتاب العلاقة بين القانون والمجتمع، فهي علاقة جدلية، فلا يتصور مجتمع بلا قانون ولا قانون بلا مجتمع سواء على المستوى الداخلي أو الدولي وعليه يعد القانون ظاهرة وضرورة اجتماعية في ذات الوقت خصوصا أن الإنسان اجتماعي بطبعه يستحيل عليه أن يعيش وحيدا، وبفضل الجماعة يستطيع الإنسان إشباع رغباته لكن الطبيعة الأنانية لهذا الأخير تدفعه إلى التصارع والتطاحن مع الآخرين من أجل السلطة والمال.
