يتناول الكتاب الدبلوماسية كفن وعلم، فهي فن لأنها تعتمد في ممارستها على العامل الإنساني من الدبلوماسيين والأطقم المساعدة من إداريين وفنيين، وهي علم لأن لها أسسا ثابتة ومناهج علمة ومدارس فكرية ومهارات متخصصة، وكل هذه يمكن تدريسها والتدرب عليها في معاهد وكليات وأكاديميات إما تابعة لوزارات الخارجية أو للجامعات أو للمعاهد المتخصصة، والأهم هو ما يتم اكتسابه من مهارات بالتدريب، والخبرة بالممارسة أثناء العمل في وزارة الخارجية بالداخل والسفارات في عواصم دول العالم، والبعثات الدائمة بالمنظمات الدولية.
