كان قرار ترك العمل في البحرية قرارا صعبا للغاية فبعد أن تركت المدمرة بينفولد بعد سنتين متعاقبتين من قيادتي إياها، كان من الممكن أن أشغل منصبا أكثر أمنا وراحة، وأن أحصل على رتبة أميرال، لكنني كنت قد قضيت بالفعل وقتا في وزارة الدفاع الأمريكية مساعدا عسكريا لوزير الدفاع \"ويليام بيري\" وهو ألطف قائد عرفته على الإطلاق ولم أمر بتجربة عمل في واشنطن تفوق هذه التجربة، وكان علي إيجاد وظيفة أخرى أؤديها بقية حياتي.
