يتعرض هذا الكتاب لدعامة من أخطر دعامات تفوق الشعوب في الداخل والخارج ألا وهي دعامة التجسس وقد استعملته الشعوب قديما وحديثا وخاصة في العمليات العسكرية ومكايد الحروب وقد استعمل الرسول صلى الله عليه وسلم عيونا له في بعض الغزوات فقد كان للتجسس دور كبير في الفتوحات الإسلامية الأولى أما في الداخل فقد استغلته الدولة الإسلامية لإصلاح المجتمع ومنع انتشار الظلم والفساد وقد وضعت الشريعة الإسلامية له حدودا وضوابط ونبذت عنه غير المشروع الذي يفضي إلى مفاسد اجتماعية وأخلاقية كما يتعرض أيضا إلى بيان ضرورة التجسس وما هي الشروط التي ينبغي توافرها في الجاسوس وإعداده الجيد وكيفية معاملة الجاسوس المسلم وغير المسلم وكيفية محاربة التجسس.
