يتناول الكتاب حيث تضمن دراسة موسعة لظاهرة برزت خلال عقد التسعينيات من القرن الماضي، إذ شهد العالم تغييرات متسارعة تجلت أوضح صورها في تبني الكثير من الدول في مناطق مختلفة من العالم لاقتصاد السوق ونظم الحكم الديمقراطية. وشهدت هذه الدول تحولات اقتصادية وسياسية مهمة تحولت فيها من أنظمة الحكم الدكتاتورية أو الشمولية إلى انظمة الحكم الديمقراطية ومن النظم الاقتصادية المخططة مركزيا إلى اقتصاد السوق بهدف التنمية الاقتصادية. كما قامت بعض البلدان بتطبيق سياسات الإصلاح الاقتصادي ومنها البلدان العربية.
