يتناول الكتاب حيث ينظم القانون الدولي العام العلاقات بين الدول في وقتي السلم والحرب، وكان الوطن العربي أول المجتمعات الإنسانية التي عرفته. وجاء الإسلام بقواعد إنسانية للناس كافة أطلق عليها السير والمغازي لتنظيم حالتي السلم والحرب، وهي قواعد شرعية قائمة على الفضيلة والترفع والإباء، وشهد القانون الدولي العام فترة انتعاش بعد الحرب العالمية الثانية، بإنشاء الأمم المتحدة وإقرار العديد من الاتفاقيات الدولية التي ضمنت حق الشعوب في تقرير مصيرها، غير أن انهيار الكتلة الاشتراكية عام 1991 واختلال التوازن الدولي أدى إلى التفرد بالسياسة الدولية والهيمنة على المؤسسات المهمة المنظمة للعلاقات الدولية بصورة عامة، والمنظمة لقواعد القانون الدولي العام بصورة خاصة. فاختلطت المفاهيم الإنسانية بمصالح الدول الكبرى وسادت شريعة الغاب، وعمت الفوضى في أرجاء قارات العالم.
