يدرس د. عيسى برهومة في كتابه \"صراع القيم الحضارية ما بعد 11 سبتمبر 2001\" الصادر عن مركز دراسات الشرق الأوسط / الأردن الدبلوماسية السياسية في خطابات بوش وبلير ورامسفيلد وأسامة بن لادن وصدام حسين وأتباع أسامة بن لادن (الملا عمر والظواهري معتمدا على تطبيق الخطاب وما يرمي إليه من مطالب ومبينا أن الخطاب هو المكان الذي يتكون فيه فاعله ومن خلاله يبني الفاعل هذا العالم الخطابي ويبني ذاته أيضا لافتا إلى الازدواجية ما بين الفاعل وهو المنتج وما بين الناتج عنه (الخطاب ذاته) ودرجة مستوى تلاعبه بالكلمات ومدى إقناعه للمتلقي مشيرا إلى أن الخطاب لابد له من يشفره \"رموز\" دلالية علينا فكها وتحليلها لإبراز لغة الخطاب. ويقسم د. برهومة الخطاب إلى قسمين: خطاب مباشر يظهر صوت فاعل الخطاب مباشرة يختار الضمائر والأزمنة والأمكنة ويغير بها كيفما يشاء فهو الذي يتكلم بلغته الخاصة وخطاب غير مباشر يتمثل في إعادة صياغة الكلام بطريقة غير حرفية يتطلب تغيير الأزمنة الفعلية وتعديلا للضمائر وللإشارات.
