يضم هذا الكتاب ستة فصول تناول مواضيع في القانون وعلاقاته ببعض العلوم والفنون والسياسة والاقتصاد تناول مبدأ الشرعية ومبدأ سيادة القانون مصادر الشرعية وسلطات الإدارة تتحدث عن ماهية القانون وتفسيره وسريانه تناول القانون النموذجي خصائصه وصفاته وصياغة القانون كان هذا في الفصل الأول أما موضوع القضاء تعريفه والسلطة القضائية طبيعتها وسلطة القاضي والقضاء الإداري فتناولها في الفصل الثاني أما الفصل الثالث فقد تحدث فيه عن العقوبة أساسها وسياستها بين التشديد والتخفيف الفصل الرابع فركز على السلطة التنفيذية والفصل الخامس فكان للفقه وأنهي كتابه بالفصل السادس حيث كرسه للفرد ومسئوليته وإلتزامه تجاه القانون وضرورة ثقافة الفرد القانونية ودور المواطن في التطبيق القانون كما ركز على حق الفرد بالحياة في بيئة غير ملوثة.
