من أفضل العلوم وأعلاها قدرا وأجلها نفعا وأكثرها بركة علم الفقه ومعرفة الأحكام، فمعرفة الأحكام وفهمها يجعل الشخص على بصيرة بما يفعل ما يجهله حتى لا تترتب عليه أية مسئولية. ولما كان الصبي جاهلا بما يجب وما يحرم عليه ونحو ذلك من الأحكام وأن البلوغ تختلف الأحكام عما قبله. رأى المؤلف أن يتناول أهم آثار البلوغ في الفقه الإسلامي والذي يتعين على الناس معرفتها حتى يستطيعوا تمييز ما يجوز للصبي قبل بلوغه، وعما إذا كان يترتب على بلوغه من ثبات هذه الأحكام أو تغييرها. وقد وضع المؤلف في كتابه فصلين وهي ما يلي : الفصل الأول : مفهوم البلوغ وعلاماته. الفصل الثاني : أثر البلوغ في الأحكام.
