Overview
تعد ظاهرة الفساد ظاهرة قديمة قدم المجتمعات الإنسانية، فقد ارتبط وجود هذه الظاهرة بوجود الأنظمة السياسية والتنظيم السياسي، وهي ظاهرة لا تقتصر على شعب دون آخر أو دولة أو ثقافة دون أخرى. وتتفاوت ظاهرة الفساد من حيث الحجم والدرجة بين مجتمع وآخر، وبالرغم من وجود الفساد في معظم المجتمعات السياسية إلا أن البيئة التي ترافق بعض أنواع الأنظمة السياسية كالأنظمة الاستبدادية الدكتاتورية تشجع على بروز ظاهرة الفساد وتغلغلها أكثر من أي نظام آخر، بينما يقل حجم هذه الظاهرة في الأنظمة الديمقراطية التي تقوم على أسس من احترام حقوق الإنسان وحرياته العامة وعلى الشفافية والمسائلة وسيادة القانون.
