في هذا الكتاب تتناول الدكتورة حنان محمد القيسي الوضع الدستوري الحديث في العراق بعد العام (2005) وتشير من خلال المقدمة التي تصدرت بها العمل إلى أن الدستور العراقي قد أشار إلى ثنائية المجلس التشريعي في ثنياته، إلا أن معالجته لهذه الثنائية جاءت دون الحد المقبول، فقد كان تنظيمه لمجلس النواب تفصيليا على خلاف \"مجلس الاتحاد\" الذي تمت الإشارة إليه على عجالة وبأسلوب لا يتلاءم مع أهمية الدور الذي ينادي به دعاة تشريع قانونه، وفي هذا السياق توضح المؤلفة الأساليب المنضوية تحت عنوان الدستور في بلادها.
