هذا الكتاب هو مدخل في اقتصاد التنمية لأولئك الذين لم يدرسوا هذا الموضوع من قبل، وربما من المفيد للقارئ لو درس الاقتصاد الجزئي أو الكلي في المستوى التمهيدي أو المتوسط وإن كان ذلك ليس شرطا للدراسة، يتمحور الكتاب حول أربعة أقسام، القسمان الأول والثاني يعطيان مدخلا منهجيا عاما للدراسة ومدخل لتغطية التنمية، القسمان الثالث والرابع يعالجان خفايا السياسة، وبالرغم من التمييز بين قضايا السياسة المحلية التي ركز عليها القسم الثالث والقضايا الدولية التي ركز عليها القسم الرابع، إلا أن ذلك هو لأغراض التحليل فقط، لقد أصبح واضحا الآن عدم قبول التمييز بين السياسة المحلية والدولية سواء على الصعيد التقليدي أو التطبيقي.
