يمثل الفكر السياسى الإسلامي وما يرتبط به من نظم أحد الموضعات التى تتصارع حولها الآراء وتختلف فيها وجهات النظر. والسؤال الذي يفرض نفسه فى مستهل هذه الدراسة هو : هل هناك فكر سياسى فى الإسلام من الممكن ترجمته إلى نظم سياسية ؟ وإذا كانت الإجابة بالإيجاب فإلى أى مدى يصلح هذا الفكر. إن هذا الكتاب محاولة لعلاج هذه الموضوعات وما يتصل بها علاجا موضوعيا علميا. وهو يوضح أن إحدى الخصائص المهمة لهذا الفكر تكمن فى مرونته وقدرته على التكيف وفق ظروف الزمان والمكان بمالا يتصادم مع مبادئ الإسلام الأساسية وقيمه الثابتة، وأن الكثير مما نراه مطبقا فى النظم الديمقراطية الحديثة يتسق تماما مع اتجاهات الفكر الإسلامي.
