هذا الكتاب يتحدث عن تاريخ تكوين النظريات السياسية وتدرجها، مبتدئا بنشأتها عند اليونان في زمن حضارتهم القديمة، ومقتفيا أثرها عند الرومان، وفي القرون الوسطى، وتعرض لها في عصر النهضة العلمية والإصلاح الديني، ثم تناول أدوارها المختلفة في العصر الحديث، وما أدخله عليها کتاب الإنجليز والفرنسيين من التغييرات أثناء القرنين السابع عشر والثامن عشر، مما أدى إلى الانقلابات الخطيرة في كل من انجلترا وفرنسا من الوجهتين الإجتماعية والسياسية. ولم يقف المؤلف عند هذا الحد، بل أثبت مقدار الأثر الذي أحدثته الانقلابات الصناعية والإختراعات الآلية وما ترتب عليها أثناء القرن التاسع عشر، في نفوس فلاسفة السياسة وکتابها، وأوضح كيف تأثرت النظريات السياسية بالمظاهر المادية في عصرنا الحديث.
