ظهرت فكرة الجمعية عندما اجتمع عدد من أهل دبي الخيرين وعلى رأسهم المرحوم عيد بن مدية والسيد عبد الله بن علي الشعفار والسيد عبد الله بن علي الشرهان والسـيد محمد عبد الله البدور وبذلوا جهودا مضنية لتجسـيد الفكرة واقعا حيا وأشهرت أنذاك باسـم جمعية العروة الوثقى بالقرار الوزاري رقم 28 / 2 لسنة 1980، حيث إنحصرت أهداف جمعية العروة الوثقى فقط رعاية الأيتام ومارست نشاطها حقبة من الزمن وكانت هموم المسلمين تزداد يوما بعد يوم الأمر الذي أصبح معه من الضروري توسيع نشاط الجمعية بما يتماشى مع الحاجات الملحة لواقع المسلمين فتم إعادة إشهار الجمعية بالقرار الوزاري رقم 85 لسنة 1994 تحت مسمى جديد وهو جمعية دبي الخيرية بأهداف أكثر شمولا واتساعا وأصبحت جمعية دبي الخيرية من الجمعيات ذات النفع العام.
