يتناول هذا الكتاب عرضا لأزمة المياه التي تعاني جراءها إسرائيل وأبعاد هذه الأزمة، ويبين أن إسرائيل لن تدخل في خطتها للإدارة الذاتية في المناطق المحتلة ما من شأنه أن يضعف سيطرتها على الثروة المائية في فلسطين. كما يستخلص البحث أن إسرائيل لا بد من أن تحاول السيطرة على إمدادات إضافية من المياه العربية، سواء من الليطاني أو من اليرموك أو من النيل، وذلك لمواجهة زيادة استهلاك المياه المتوقعة في المدن، ولتنمية قطاعها الزراعي، ولسد متطلبات سياساتها الاستعمارية الاستيطانية في الأراضي المحتلة.
