هذا الكتاب بحث معمق في مشكلة الجولان، ودراسة سياسية تفسيرية للصراع السوري-الإسرائيلي، وهو يقدم خلفية تاريخية لهذه المشكلة من خلال تفحص ثلاث حالات تلقي ضوءا على سياسة سورية وإسرائيل، الواحدة تجاه الأخرى، في الفترة 1949-1967، وتعالج الدراسة أيضا السياستين السورية والإسرائيلية إزاء الجولان بعد حرب حزيران / يونيو 1967، ثم المفاوضات بشأن الجولان في فترة 1991-1996.
