يعالج الكتاب الأحداث والتطورات التي مرت بها يافا في الفترة 1799-1831، فيتطرق إلى حكام المدينة ودورهم في إعمارها وإلى الأوضاع المحلية والمنطقية التي عرقلت أو ساعدت في دعم حركة الازدهار والنمو. كذلك يعرض الكتاب مقومات يافا الاقتصادية وعوامل تطورها في هذا المجال ؛ فبسبب وفرة المياه والتربة الخصبة كانت إحدى المناطق الزراعية الأكثر ازدهارا في فلسطين؛ وبسبب موقعها ومينائها أصبحت مركزا للتجارة الداخلية بين فلسطين وسورية، وللتجارة الخارجية مع كل من مصر وأوروبا. وهذا ما جذب إليها المهاجرين من مختلف المناطق الداخلية، ومن أرجاء الإمبراطورية العثمانية كافة.
