تميزت دولة الكويت من الناحية التاريخية بخصوصية عن بقية دول مجلس التعاون الخليجي، بدأت منذ نشأت الكويت واختيار الشيخ صباح الأول كأول حاكم فعلي للإمارة وذلك عندما قطع على نفسه عهدا بمشورة أهل الرأي والشورى في اتخاذ القرارات المهمة للإمارة وكان تطور \"نظام الشورى\" في الكويت وراء نشوء مجالس شبه نيابية كمجلس الشورى في عام 1921 م، ثم قيام المجالس التشريعية منذ عام 1938 م، والتي بدأت تلعب دورا واضحا في وضع التشريعات والقوانين التي ساهمت في إيجاد الحلول للكثير من القضايا الاجتماعية والتي من أهمها التعليم والصحة والتجنيس والإسكان والأمن، وغيرها من القضايا المهمة فضلا عن دورها في تحقيق العدالة الاجتماعية في الحقوق والواجبات وتوزيع الثروة على المواطنين.
