يبين هذا البحث القانوني أن استخدام إسرائيل السلاح الأميركي في غزوها لبنان، صيف سنة 1982، يشكل انتهاكا صريحا للقوانين الأميركية لتصدير السلاح. ويشير إلى أنه على الرغم من أن هذه القوانين الأميركية تتضمن نصوصا واضحة توجب الإعلام فورا عن أي انتهاك، وتفرض وقف شحن السلاح إلى أي طرف يخالف التشريعات المتعلقة بهذا الشأن، فإن الرئيس والكونجرس الأميركيين لم يتخذا أية خطوات لتطبيق القانون ضد إسرائيل، الأمر الذي يشكل مخالفة لنصوص قانونية من جانب مسؤولين منتخبين، ويظهر تحيزهم إلى إسرائيل.
