يعتبر الكتاب هو الخامس في سلسلة \"تقارير مختارة\" التي أطلقتها مؤسسة الدراسات الفلسطينية، أوائل سنة 2007، بإصدار الكتاب الأول الذي حمل العنوان نفسه، ولكن هذا الكتاب يختلف عن سابقة لناحية التحديث، إذ إن المعطيات التي يتضمنها تغطي الفترة حتى أوائل سنة 2012، تعتبر إسرائيل أكبر متلق تراكمي للمساعدات الخارجية الأميركية منذ الحرب العالمية الثانية، كما كانت بين سنة 1976 وسنة 2004 أكبر متلق سنوي لهذه المساعدات، إن دعم الكونغرس الأميركي القوي لإسرائيل يمكنها من استخدام المساعدات العسكرية للبحث والتطوير في الولايات المتحدة، وكذلك لشراء معدات عسكرية من مصنعين إسرائيليين.
