الموازنة العامة بلا شك أهم أداة للسياسة العامة، فهي تعرض أولويات الحكومة ووسائلها لتحقيق أهدافها وغاياتها لذلك فإن الموازنة العامة أمر لا غنى عنه في أي دولة في العالم مهما كان نظامها السياسي وتوجهاتها الاقتصادية. من هنا فإن هذا الكتاب الذي بين يديك يعالج موضوع الموازنة العامة للدولة من خلال ستة فصول، يتناول أولها تدخل الدولة في النشاط الاقتصادي، ويعتبر هذا الفصل كمدخل لدراسة الموضوع، ثم في الفصل الثاني دراسة الإطار العام للموازنة العامة، ونخصص الفصل الثالث لعرض أهم مبادئها، ويتطرق الفصل الرابع إلى مراحل (دورة) الموازنة العامة، أما الفصل الخامس فقد تناولنا من خلاله أنواع الموازنات العامة التقليدية والحديثة، في حين خصصنا الفصل السادس لدراسة عجز الموازنة العامة للدولة.
