يتناول هذا الإصدار على ثلاثة موضوعات في القانون الجنائي أولها الارتباط حيث يتناول ارتباط الجرائم ببعضها بشكل غير قابل للتجزئة وجمعها في مشروع إجرامي واحد، ثم يتناول الإصدار موضوع الشروع من حيث أنه البدء في تنفيذ فعل بقصد ارتكاب جريمة مع وقفه أو خيبة أثره لأسباب لا دخل لإرادة الفاعل فيها، ويختتم الإصدار بأحكام تتناول موضوع الاشتراك والعقوبات الواقعة على الشريك.
