قد بدأت الدراسة بتوضيح أهمية البحر الأحمر والدول المطلة عليه، مما جعل هذه المنطقة محط اهتمام القوى الإقليمية والدولية، ثم انتقلت إلى رصد وتحليل أهداف تلك القوى وسياساتها المختلفة والتنافس فيما بينها للسيطرة عليه واحتكار مزاياه الاستراتيجية، وتنتقل الدراسة في شقها الآخر إلى بحث مفهوم \"الأمن\" وضروراته وانعكاسات التغيرات في البيئتين الإقليمية والدولية عليه، ليمهد الطريق نحو اقتراح شكل محدد لآليات عمل النظام الأمني العربي في البحر الأحمر، ضمن إطار الممكن والمتاح، والذي يكفل في النهاية تحقيق السيادة العربية الشاملة عليه وعلى مداخله الاستراتيجية.
