يقدم هذا الكتاب دراسة تحليلية لأحد أكبر الأزمات التي تعرض لها نظام برتين وودز الدولي منذ إنشائه في أربعينيات القرن الماضي تلك هي أزمة المديونية الخارجية التي انفجرت في مطلع الثمانينيات، وباتت تهدد بإنهيار شامل لقواعد النظام الاقتصادي والمالي الدولي، الوقائع التاريخية تثبت على أن الإجراءات العلاجية التي اعتمدتها الحاكمية الاقتصادية الدولية ممثلة بكل من صندوق النقد الدولي والبنك الدولي كانت سببا مباشرا في تعميق الأزمة بما فيها المعاناة الإنسانية لملايين البشر في الدول النامية المدينة.
