تنقسم هذه الدراسة التي قام بتأليفها (عبد الكريم أحمد) إلى ثلاثة أقسام، تناول في القسم الأول منها مناقشة الأفكار والمذاهب السياسية التي ظهرت في بعض المجتمعات الأوروبية مع بداية ظهور القومية في التاريخ الحديث، وكان موطن التركيز في هذا المبحث هو تحديد الوقت الذي بدأت فيه الظاهرة التي تطلق عليها إسم القومية الحديثة. واشتمل هذا القسم على مبحثين يتناول أحدهما ظروف نشأة الدولة الإقليمية، ويتمناول الآخر الأفكار السياسية التي تبلورت بها شخصيتها وغيرها من موضوعات الكتاب.
