يحاول المؤلف في هذا الكتاب، أن يعيد بعضا من الاعتبار إلى منظومة مفاهيم الفلسفة السياسية، قدميها والحديث، يتمني هذا المبتغى من طريقين : من طريق بيان مرجعية تلك المفاهيم بالنسبة إلى أي تفكير يخوض في مسائل السياسة والدولة والسلطة ؛ ومن طريق التشديد على أن مفاهيم السياسة، التي يشتغل بها علماء السياسة والاجتماع السياسي والقانون والأنثروبولوجيا السياسية، اليوم، هي–في المقام الأول–مفاهيم فلسفية، داعين مستعمليها إلى العودة إلى المظان، إلى أصولها الفلسفية، كي يتبينوها على التحقيق، وكي يخرج الدرس العلمي للسياسة–في نطاق علوم الاجتماع والسياسة–من منطقة الاستبداد والالتباس (= استبداه ما ليس مستبدها والالتباس المتولد من الانقطاع عن الأصول النظرية) إلى حيث يعي دلالات عدة الإشغال المفهومية المستخدمة.
