يتناول الدكتور محمد الجابري في هذا الكتاب مفهوم الديموقراطية وحقوق الإنسان في الوطن العربي وذلك على ضوء التجارب والمحاولات التطبيقية على مستوى الدولة وعلى المستوى الشعبي، وقد تخلل ذلك عقد مقارنات معمّقة بين القضايا التي تهم المواطن العربي في كل مكان، كالمقارنة بين الديموقراطية والشورى، والمقارنة بين عالمية حقوق الإنسان في المرجعية الإسلامية، والمقارنة بين مفهوم الإنسان في الفكر المعاصر ومفهوم الإنسان في القرآن، واحتلت هذه الدراسة أقسام الكتاب الأربعة.
