يعنى هذا الكتاب برصد وتحليل طرائق انتقال السلطة، وأساليب تغير الحكام في البلدان العربية، منذ منتصف القرن الماضي (1950) وحتى بداية الربيع العربي (نهاية العام 2010)، وتفترض الدراسة أن أي نظام سياسي-حتى يكون جديرا بالبقاء-يتحتم عليه أن يكون قد استطاع تطوير أو تكريس آلية مستقرة لنقل السلطة فيه، ويجري العمل بها على مدى فترة زمنية معقولة، وهذا أمر يتيح إمكان التنبؤ بما يمكن أن يحدث في حال خلو هذا المنصب، ولا سيما الخلو المفاجئ ؛ ومن ثم يجب أن تكون هذه الآلية مصاغة في مجموعة من القواعد والإجراءات المنضبطة التي تنطوي على ضرورة الالتزام والإلزام بها.
