يتناول هذا الكتاب التأصيلي الضخم الحقوق والحريات العامة في المذاهب والنظم المعاصرة، ويوضح لنا تطبيقاتها على أرض الواقع، ثم ينتقل بعد ذلك لعرض الحقوق والحريات في النظام الإسلامي ويبدأ بالجانب النظري التأصيلي ويعرض فلسفة الحرية في الإسلام، ومصادر هذه الحرية وغير ذلك من المحاور، ويختتم بقسم هام عن ضمانات الحريات العامة في النظام الإسلامي مقارنة بالنظم الأخرى، ويبدأ باستعراض الضمانات المتوفرة في النظم المعاصرة، ويتبعها بباب يوضح ضمانات الإسلام لحفظ الحريات، فالكتاب في مجمله دراسة مقارنة تدور محاورها حول التأصيل النظري للحريات والحقوق عند كافة المذاهب والنظم المعاصرة، وتطبيق ذلك على الواقع وضماناته، ويقارن ذلك بالإسلام بشكل موضوعي وعلمي.
