قد جاء الكتاب من تأليف الدكتور ممدوح بن محمد الشمري والذي يأتي أول باكورة السلسلة التوعوية التي تهدف إلى نشر ثقافة حقوق الإنسان، والتعريف بالقانون الدولي الإنساني.. وإشاعة القيم الإنسانية النبيلة والاحترام المتبادل بين الأفراد والمجتمعات الإنسانية.. كما تهدف إلى تعزيز مبادئ حقوق الإنسان.. حيث جاء الإصدار متضمنا خمسة فصول الأول منها اشتمل على عدة مباحث جاء منها : التطور التاريخي، نشأة حقوق الإنسان في العصر الحديث، تأسيس حقوق الإنسان، معاني حقوق الإنسان، تعريف حقوق الإنسان، خصائص حقوق الإنسان.. أما الفصل الثاني فجعله د. الشمري عن العهدين الدوليين، بينما خصص الثالث عن المواثيق الدولية، أما الرابع فجعله الباحث عن الاتفاقيات التي انضمت إليها المملكة.
