يذكر الدكتورعلى محمد علي عبد الله فى كتابه الجديد نهر النيل بين سد الألفية ونهر الكونغو الأزمات وحلولها ويناقش فيه أن سد النهضة ليس سدا واحدا، بل سدان منفصلان وإن السد الأصلى يحجز خلفه 14 مليار فقط من الأمتار المكعبة من المياه، وهو ما يمكن لمصر أن توافق عليه، ولكن التطلع الأثيوبي والتخطيط الإسرائيلي التقيا على أهمية زيادة ارتفاع هذا السد ليحجز المزيد من المياه.
