بمناسبة الذكرى الحادية عشرة لقيام دولة الإمارات العربية المتحدة في الثاني من ديسمبر 1982 يصدر كتابنا السنوي هذا ليروي فصلا جديدا من فصول تاريخنا الفتي، وليسجل مرحلة أخرى من مراحل نهضتنا الصاعدة، ويجمع حصاد سنة أخرى من الإنجازات التي تحققت، والآمال التي أدركت على جميع المستويات، فعلى المستوى المحلي تحقق للمواطن مستوى من الحياة الكريمة أفضل، ودرجة من بناء الإنسان أرسخ وأشمل وعلى المستوى الخارجي أضحى للدولة حضور أكبر في المحافل الدولية، ووزنا أكبر في السياسات العربية والعالمية وبدأت تتبوا مقامها اللائق بين الدول والشعوب.
