يقال إن التاريخ يخلق العظماء... إذ يتيح لهم فرص الزعامة... ويمهد لهم سبل العظمة... كما يقال أن الزعماء يخلقون التاريخ لأنهم يغيرون اتجاهاته ويؤثرون في أحداثه، ويعملون على تكوينه وخلقه بصورة جديدة. والواقع أن للزعامة أسبابا عامة، متصلة بتاريخ الأمة وأسباب خاصة متصلة بحياة الزعيم بحيث لا نستطيع أن نرجعها إلى تاريخ الأمة وحده، أو لظروف داخلية معينة... كما أن تاريخ الدول قديمها وحديثها متأثر بسياستها الداخلية وظروفها الدولية لهذا يتأثر التاريخ بحياة العظماء ولكن العظماء ليسوا كل شيء في تاريخ الدول.
