إن هذا الكتاب يقوم على فرضية جوهرية تعتمد على معطيات أساسية مؤداها أن المنهج الاستراتيجي الذي تبنته (إسرائيل) منذ قيامها بأرض فلسطين في العام 1948، قام على أساس إقامة تحالفات مع قوى غير عربية داخل الوطن العربي ومن حوله وذلك بهدف استنزاف الطاقات والموارد العربية، وتهديد وحدة الدول العربية من الخارج عن طريق تحالف (إسرائيل) مع دول الجوار، ومن الداخل عبر دعم الأقليات الإثنية، وقد اختير العراق ليكون حقل تجارب لاختبار نجاح وفعالية تلك الاستراتيجية التفتيتية، لغرض أن ينشغل العراق بأوضاعه الداخلية ويبتعد عن قضايا الأمة العربية، ولأسباب أخرى سيتم ذكرها لاحقا.
