من المعلوم أن نزول الحزب الإسلامي العراقي إلى الساحة السياسية وصراعاتها أثار جدلاً كبيراً في الساحة الإسلامية في داخل العراق وخارجه، من حيث مشروعيته وجدواه في ظل الإحتلال. يصرح الإستاذ الدكتور محسن عبد الحميد في كلمته الأخيرة هذه أن قرار الدخول لم يأت جزافا ولا إعتباطا، وإنما جاء بعد دراسة مستفيضة ومناقشات شورية متواصلة لأوضاع البلد والواقع المتردي بعد الإحتلال، شاركت فيها قيادة الإخوان المسلمين في العراق. وقد تشكلت لدى الكل قناعة راسخة مؤداها أن نفع المشاركة أكبر من ضررها، حيث كان ذلك إجتهادا مبنيا على أصول الشرع وقواعده ومقاصده ومآلاته.
