يتناول الكتاب الشراكة الأورومتوسطية، التي بدأت في مؤتمر شراكة الدول الأوروبية مع الدول الواقعة جنوبي البحر المتوسط، عام 1995، إلى إقامة منطقة تجارة حرة في المتوسط على غرار تلك التي تضم الولايات المتحدة وكندا والمكسيك في أمريكا الشمالية، أو رابطة الآسيان في آسيا، وكما سنرى فيما بعد، تندرج هذه الشراكة في إطار فعاليات العولة الليبرالية، أو الفلسفة النيوليبرالية التي تدعو إلى حرية التنقل لرؤوس الأموال والبضائع لكنها تمنع في الوقت عينه تنقل الأفراد، ولا تمثل أي جديد، على الأقل فيما يتعلق بأهدافها الاقتصادية، عند مقارنتها بغيرها من المحاولات.
