إن هذه الدراسة لم تستهدف وضع تاريخ للتحرك السياسي للمرجعية، ولا للسياسة غير المتوازنة بين مكونات الشعب العراقي التي اتبعتها الحكومات التي تعاقبت على السلطة في العراق منذ تأسيس الدولة العراقية الحديثة وإن تم توضيحها من خلال البحث. بل اهتم البحث بتوضيح السياسة المشروعة والوطنية التي اتخذتها المرجعية الدينية للدفاع عن مصالح الإسلام والأمة حسب مقتضيات المرحلة الزمنية، واقتصرت على عرض بعض المقاطع الرئيسية في حياة المراجع، والحوادث المهمة على هذا الصعيد بشكل خاص. وضمن هذه الحدود فقد تم التركيز على الفقهاء الذين عاشوا الحدث وكان لهم الأثر المباشر في الفعل أو رده منذ عام 1914 إلى عصرنا الحاضر، وعلاقتهم بالإحتلال والسلطات التي حكمت العراق وبالعكس.
