في إطار محاولات إرساء دولة المؤسسات في ستينيات القرن الماضي دعا الرئيس فؤاد شهاب العالم الاقتصادي والإنمائي الأب لويس جوزف لوبريه منشئ مؤسسة إيرفد ورئيسها للقيام بعملية مسح شامل للأوضاع الاقتصادية والاجتماعية أدت إلى وضع برنامج إنمائي هو الأول من نوعه في لبنان بهذا المستوى العلمي وهذه الشمولية لكنه للأسف لم ينفذ.
