يتحدث الكتاب عن أن القانون ضرورة اجتماعية، والإنسان في سعيه إلى الحصول على مطالبه واشباع حاجاته قد تتعارض مصالحه مع غيره من الناس، فكان لزاما أن تنظم علاقاته مع غيره من الأشخاص قوانين دون أن يترك ذلك منطلق حريته في تحديد رغباته وطبقا للأوضاع التي رسمها القانون فينبغي على الإنسان معرفة تلك القوانين التي تحكم علاقاته، ولو بقدر من الثقافة القانونية التي تحدد له مساره فهناك علاقه بين الحياة المجتمعية والقانون، فالقانون ينظم المجتمع. فيجب على الإنسان أن يدرك الشقافة القانونية فهي تساهم في الحد من الجرائم في المجتمع وحفظ الاستقرار بالإضافة لمعرفة الفرد حقوقه وواجباته تجاه نفسه ومجتمعة طالقانون ضرورة وأداة لتحقيق العدل، لذلك يقال بحق أن القانون هو علم وفن تحقيق العدل.
